After trying it out with selected users over the past few months, Twitter has announced that it will now roll out a new format for follower notifications, which will include a larger profile panel within your Notifications tab, and enable you to follow back direct from the alert.

As noted, you may have seen this already - Twitter has been testing it out, at various times, over the past few months. For me personally, some follow notifications have come through in this format, some in the regular, old style. Now it seems that all will adhere to this new, bigger prompt.
Will that help improve engagement?
Well, for one, Twitter must have seen positive results in its initial testing, or they wouldn't be rolling it out more broadly. It does make it a little more efficient to manage new follows and follow back, and it gives you that extra bit of context without having to either hover over the name or click-through to their profile.
But the new prompts also take up quite a bit of room in your notifications listing. The impact of this will come down to the individual perspective - some will hate it (and as with all new Twitter updates, will respond by asking for an edit tweets option), while for most, it's probably not a big deal.
Either way, expect to see a change to your follow notifications from now on.
